This would make rent control rules statewide instead of locally determined. In one sense this will clean up a patchwork situation of some towns with rent control and others without, but I believe the net result will be less available housing statewide. With rent controls, landlords will choose to build their apartment complexes in neighboring states where profit isn't controlled.
