Other than the fact that the foxes will never vote to give up control of the hen house I seem to recall that both term limits and a line item veto were voted into law some time ago. Both were found unconstitutional.
Yes, unconstitutional without an amendment which requires 2/3rds. It will never happen without a constitutional convention and then still requires 2/3rds of state legislatures.
