Part of the reason why Kerry and President Obama signed onto the one-sided Iran deal was that the rest of the world was going to start ignoring the sanctions anyway. They wanted the oil and they wanted access to Iranian consumers and businesses, even Western Europe was going to start dealing with Iran, airliners from Airbus, etc. And while economic sanctions are easy to put in place, they tend to hurt the poor much more than the elites who are building nukes. It is just too easy to hide a nuke program in a nation like Iran. North Korea was able to build their nukes even with more severe sanctions.
