EUROPE perceives disengagement from the US.OH MY, what a surprise THAT should be surfacing..WTH did the king expect? He has alienated ALL of the globe and Pompeo is perplexed?

I don't think is it a bad idea to stop propping up Europe. Let them pay for their own defense instead of depending on the US bases and supply chain to bolster their militaries.
Example: Libya. France and the UK were trying to take out Kadaffi during the Obama administration. They ran their military into the ground. France had to pull back their only carrier to get it repaired and resupplied so they asked Hillary Clinton for the US to get involved militarily in a non-NATO theater. We did and lost a consulate and a US ambassador. The US is 21 trillion in the hole, we have had troops stationed in Afghanistan twice as long as the Soviets were. Time to pull back and reassess. Close some more military bases in Europe and elsewhere.
