It must really suck to keep having to twist the words Trump says so that you can rationalize your support of him. I'm so sorry.

April 13 - Trump tweets that he is the only one who can re-open states, not the governors. He is the decider.

So, is Trump a liar?

Fauci gave bad advice that caused death. Trump took his advice. Now Fauci wants to rewrite history.

I don’t think Trump not the states had the right to shut everything down. This is unconstitutional. Unless someone can prove me wrong.

It warms my heart to observe how President Trump can trigger the left (At -4.5F this morning I need the warmth).
It is more important to ask why President Trump says something, rather than taking the actual words literally. He wants to open the economy, what better way to spur the governors to action that stating that he can do it himself. Result, the governors are racing to open their one states with "their own plan". Quickly states in various regions are meeting to "brainstorm" a plan before the President steals their thunder.
The residents of NY, CT, NJ, CA, etc will not enjoy watching the states of TX, FL, and the central plains states open, while they are told by the governors in those states that they must shelter in place. Not going to last long. Quick reversal will be the order of the day, though not as fast as Hancock reversed his decision to close the liquor and pot stores in Denver (2 hrs)
It should also be recognized that there is much more to the State of NY than just NYC, similarly Los Angeles and San Francisco to CA. Albeit the MSM would have you think that NYC is the state of NY.
Polis, for example, is talking of lifting stay at home restrictions by April 26th, 4 days faster than the April 30th date of the Presdient.

He doesn't have sole power but these shutdowns are at the county, city, state and even the federal level. So President Trump could use executive orders to repeal the federal rules, but I do believe the states, cities and counties can still keep themselves closed. When Prohibition was repealed, some counties and regions still choose to ban alcohol. The POTUS could fight these, but I think the judges would vote to keep the 10th Amendment in standing.
