To me this appears to be an attempt to make it easier for charities to set up bingo games, it would delay the time requirements for a license and it would also allow charities to pay the people who are running the game.

To me, this looks like it might increase fraud in charities. But I am not too worried personally. It would help charities and they probably need a boost right now. Bingo receipts have to be down in this pandemic.
