Back in the 1930's, Congress decided we had enough representatives and capped the number at 435. Some people objected and thought we should create the Wyoming Rule. This would allow us to create more seats for Congress based on how many people lived in Wyoming. So if Wyoming had 400,000 people, that would be the new minimum for seats in Congress. Colorado would add two seats, along with other states, it would add up to 530. If Wyoming lost population, the number of seats would stay the same. I like this idea. I think there are way too many people per representative.
I also think this would cut down on gerrymandering since more seats are available and they can be smaller in population, they can be more representative of one area.

Not sure of your meaning, If the WY rule were in existence we would have about 500 representatives, Roughly 300 million divided by 600,000. Why should the numbers remain the same if, for example, the population of WY expanded to 800,000, the result would be 375 reps. or declined to 400,000 the the number of reps = 750. what is magical about 530 reps?
Currently Texas has 35 reps if the WY rule at 400,00 were implemented Texas would have 73 (rounding from 72.5).
( By the way, are you using total population or number of voters? If the former, 300 million divided by 400,000 = 750. If voters, 255 million then 637 in order to get 530, a population of 212 million must be used.)

Am I missing something?

I got my numbers of 530 from the article I read in the Journal but I don't remember the math, but I like the idea of more representatives. I think it would encourage the growth of more alternatives to the two party system. Right now too many urban areas control the rest of their state. Give California more congressmen and you might see more Republicans in Congress from rural areas.
