They would require tobacco to have lower nicotine levels. The idea is that the nicotine levels at a low point discourage new smokers from becoming addicted to cigarettes. But I have to think they haven't considered the unintended consequences. While nicotine isn't harmful, lowering the nicotine level might make smokers smoke more cigarettes to get the same "buzz". Increasing cigarette consumption. So they would actually get more tar in their lungs.
