I think anyone who says his failure to completely the wall makes his promise a lie is torturing the word lie.
You actually thought, during his campaign, that when he said he would build the wall and Mexico would pay for it, that he could actually do what he promised?
And let's live in reality, okay? Every President has opposition. Remember when McConnell stated that his primary goal was to make Obama a one term President? Remember when he recently said he was "100% focused on stopping Biden?"

I don't think President Trump thought it was a lie when he said it. There were ways of making Mexico pay for the wall, tax reparation payments sent back to the nation is one way to do it. He could have also put tariffs on goods sent from Mexico. But Donald quickly found out that presidents weren't as powerful as he expected. You only get a certain amount of political capital and you have to decide what you will spend it on.
