They are allowed to arrest people but it's a waste of time when they know activist radical judges decide to just let them go for political reasons. The people who loot and burn businesses should at the very least be treated the same as the unarmed idiots at the capital.
The leftist mayors have also decided to get rid of cash bail, so even people busted for gun crimes are being released... that is something Biden will definitely NOT talk about because it's an idiotic leftist policy and he doesn't want to upset the morons in the squad.

Numerous times during ANTIFA riots/demonstrations the police were told by their commanders to stand down. This even happened in Denver. So instead they let them run wild, smashing windows, burning buildings, you can still see the graffiti in some parts of downtown.
Luckily I think mayors and city councils are starting to wise up and realize that Denver needs to encourage businesses to remain and not have their customers threatened by misguided young people.

I'm told you can still see the damage and broken windows in the U.S. Capitol, too. And Capitol Police somehow got the message to try not to arrest any protesters going through the numerous barriers and tear gas. Even those who were beating police officers.
