LOL, he pretty much admits he doesn't have the power to do this, but screw the rule of law. It temporarily takes the property from the landowner and mortgage holder and let's people squat there. It would be like taking someone's car and letting someone use it free of charge for 18 months. Plus the person who had their car seized still had to maintain it and fill it up with gas.

Obama did the same thing with immigration policy. He said he couldn't change the law, but then he figured out he had a phone and a pen then did it anyway. Democrats have their own rules and nobody gets to chellenge them. If they were to get rid of the fillibuster, they would probably triple our national debt in a year.

Very true, but most don't say "This is probably illegal and contradicts a Supreme Court decision, but I am going to do it anyway." You don't need to pack the Supreme Court if you plan on ignoring it!
