Coloradans will vote on marijuana tax, property tax cut and state funding oversight in November

Coloradans will vote on three statewide ballot measures on Nov. 2, deciding on a retail marijuana sales tax increase, a property tax cut and legislative oversight of state spending.

The Secretary of State approved petitions for two propositions and one constitutional amendment by the deadline for this year’s ballot. Constitutional amendments require a vote of at least 55%.

This is confusing. There are no statewide offices up for Nov 2021, no state senate or house offices, no county positions, and no federal election.
Other than the propositions and amendment to the constitution what else would be on the ballot? Note also that the first Tuesday in November is less than 2 months away.

Seems like cheating to me, putting important legislation to be voted on when turnout is guaranteed to be much lower. Just like school board and municipal elections being held at off times. They should have to wait for November elections every two years.
