The Colorado governor wants to make it easier to add housing units, whether they are duplexes, adding apartments to single family homes, or allowing more than one family to share a home.
The boards do not want these changes, might take a decade or more for the courts to fully decide but I support the governor on this.
It restores rights to property owners. If you want to add a small cottage to your backyard to rent out, you can do that.

Local zoning laws add complexity to your proposal.
Example, a subdivision is zoned for one home on 1/2 acre plots. Are you advocating the removal of zoning regulations?
Also your "small" cottage requires water, power, sanitation (either connecting to an existing sewer line or creation of a drainage field and septic tank).
Can the existing parcel of land support the above?
Good question. I like the idea of making it easier to increase housing especially on built lots, but I could be persuaded to change my mind.
We are still in the early stages of this, but I can imagine many local housing boards could see the wisdom of increasing population density. Especially with current water shortages. Apartment users consume less than homeowners with huge yards.
