A democrat appointed Special Counsel declines to prosecute and at the same time provides a reason for his leaving office. He doesn't have to pardon himself and is free to tell the world how he spoke in his own defense against and defeated Wiliiam Jennings Bryan after firing Clarence Darrow.
Harris would benefit from being President and if the democrat apparatus found her not as malleable as they desire , they would dump her at the convention. Sure to raise some democrat hackles but they would get over it and coalesce in Nov.
