Simple economics, if you know the government is going to be paying much of the cost, consumers are less likely to shop around to get the best deal.
No government student loans? Might go to junior college for two years instead of Yale for four.
Medicare doesn't cover Lasik? Lasik prices have declined while other medical care prices climb.
