Who's Running Our Country?

Now that Biden confirmed what many us already knew (he is unable to be president another term)... who is running our country? The president of these United States holds the nuclear codes and is responsible for acting quickly if there's a nation emergency. How can any of us sleep well when we know our president doesn't have the mental capacity to stock shelves in a grocery store, let alone run the most powerful country in the world?
