Like everything in life, context is required. It depends on the health of the economy. It depends on who is being taxed and whether or not those entities have the ability to raise prices, thus forcing consumers to cover the tax increases (very common but conveniently ignored as a consequence). K is right, we need more.

Everyone does things to avoid taxes and the Rich have more mobility and freedom to do what they want to avoid taxes.

Ireland lowered their corporate income taxes so many European corporate headquarters moved to Dublin.

Yes, you will always find those who are willing to pay extra for the privilege of staying in a high tax state like California or Norway, but that new tax will get others looking for relief.

Just like Canadians I know. They trumpet their nationalized healthcare but when it comes time to pay the taxes to fund it, they shop at Walmart and Costco in Washington state.
