Of that $13 million/minute, nearly $8 million is spent on individual welfare programs (and yes, I include Social Security and Medicare in that classification), and almost $1.7 million is spent paying interest on the national debt . . . which means the essential operations of government, defense of the Union, operating costs of the various departments, border/port security, you know, the "discretionary" budget items, account for maybe $4 million, about 31% of the total.
