You'll notice that Senators Durbin, Schatz, and Welch didn't, at the same time, suggest amending the federal charter to eliminate the Senate, which suffers from the same imbalance of voter representation supposedly found, by Democrats and collectivists in general, to exist in the electoral system for the presidency.

The answer, of course, is the same as it is for the electoral system for the office of the presidency, we are not a tyranny of the majority democracy, there is no democracy to save, we are, instead, a representative republic comprised of 50 equally sovereign States and the office of the president is elected by representatives of those States, just as federal laws are passed by representatives of those States in Congress.
If there is to be an alteration to the federal charter, it should be that the electoral votes for the office of president shall be cast in accordance with the vote of the People in each congressional district with the 2 votes apportioned for their equal status as sovereign States in this republic to be assigned to the candidate who wins the majority of the votes representing the congressional districts in their State.
The "winner takes all State electoral votes" system is the one which silences the voices of citizens in each and every State in this republic. Colorado should have had some of their electoral votes cast for Donald Trump because some of the congressional districts in this State had a majority of their citizens favor that candidate for president. Texas should have had some of their electoral votes cast for Harris because some of their congressional districts favored that candidate for president. Every State is actually "purple" a mixture of collectivist and conservative voices, but the electoral system as it exists doesn't allow that reality to be displayed.
When we abandon "winner takes all" in our electoral system, we will actually create a system in which the two most prominent parties face the very real possibility that neither of their candidates will secure the number of votes necessary to elect their candidate to the presidency of our republic. A minor party candidate might actually win enough electoral votes under the congressional district system to deny a candidate from the major parties the necessary 270 votes to win an election.
And that, dear readers, is the answer to the major parties nominating candidates that appeal to the lessor of "who cares". That will give citizens a candidate to vote for rather than candidates to vote against.
