The purpose of 70,000 pages of tax code is to ensure that any given individual has violated one or more of the codes. There are so many rules, regulations, and laws in the USC that I can all but guarantee you that every single person living in these United States has violated one or more codes, whether intentionally or inadvertently, over the course of their life.
