First off . . . a couple million (prior to the Oct 7 terrorist operation launched from Gaza) is not a gazillion. Secondly, as the Oct 7 terrorist operation launched from Gaza demonstrates, these people are already very happy to start a war . . . until the counteroffensive is launched that is . . . so you're going to have a difficult time establishing the position that redevelopment would alter their existing mindset in that regard. Thirdly, the world isn't nearly as big as it was centuries ago . . . regional feuds, even national ones, don't stay isolated in the modern post-UN world.
The UN was established to tie each nation to every other nation economically so that there would be less incentive to engage in wars for resources. When Hamas launches a terrorist attack in Israel and murders 1200 people, there is a global economic impact because of that terrorist attack. Because of the UN, and NATO, there are foreign entanglements from multiple nations that come into play when a signatory to the UN or NATO is attacked, by agreement we have to do certain things under certain circumstances. If you can't settle your regional feud regionally, diplomatically and without violence, then it will be solved internationally for you, whether you're happy about it or not. That's simply the post-UN world we live in now.

That's an interesting take given the 1947 UN Partition Plan for Palestine indicated that Jerusalem would be under international governance because the area was so important to all the Abrahamic religions. That policy was adopted with a 2/3 majority vote, oh by the way.
