This could actually wind up being a mistake. American troops would teach Mexican soldiers our tactics. Then would defect to the cartels with their equipment.
Many of the Afghanistan Taliban were accidentally trained and equipped by American Special Forces.
And in America, domestic gang members join our military, learn weapons and tactics then go back to the gangs.
