The best way to stop a single federal judge from engaging in judicial overreach? Congress should bring back the requirement that any TRO be issued by a panel consisting of at least 3 judges, maybe add in the stipulation that their decision be unanimous from that panel to issue a TRO.
Congress should also require that challenges to a federal law or executive order be randomly assigned to one of the 94 district courts rather than always being heard in the district in which the action is challenged to prevent "judge shopping" by the plaintiff challenging the law or EO.
There's no point in trying to impeach individual judges when majorities are so slim. Like the impeachments of Clinton, Johnson, and Trump, the indicted won't be found guilty in a Senate trial and the end result will be that the accused will emerge stronger after acquittal than they were prior to the impeachment proceedings being undertaken.
