Trump is proposing inserting himself into how elections are held
The president has no role in any elections. The Constitution says states run elections and tabulate the votes, while Congress can dictate the time, place and manner of elections.
Yet Trump is suggesting that he and the federal government should play a bigger role in determining how people vote, including doing away with how millions of people currently cast ballots and federalizing the administration of elections, as well as counting the ballots— something that has never happened before.
That is the antithesis of how the framers set up America’s democracy, say election experts. States do the counting, and Congress certifies the results. “There are good reasons why we don’t have a single person — a president — in charge of elections, let alone being in charge of the counting and tabulation of ballots,” Weiser said. “That is a … potentially dictatorial move. And I don’t say that lightly.”

Ummmm . . . wouldn't requiring paper ballots at actual polling places fall under the "manner" in which federal elections are held? Oh sure, a State could still hold elections for a State or local office by mail in ballot, if it wanted to inconvenience its citizens by making the State/local elections different from the federal election, but the federal Constitution reserved to the federal government the manner in which a federal election was held.
I mean, really, the federal government never had any say over education in the States until it established an Education Department and started passing laws and issuing rules. That the federal government hasn't decided to actually publish laws or rules regarding the manner in which federal elections are held to date, and Trump's administration has decided the time has come for it to do so given the abuse of the States over the course of the last couple of decades, doesn't establish that it doesn't have the authority to determine the manner in which federal elections are held. Why, your own quote clearly states that the federal government has the authority to do just that.
Demise of Democracy would be not giving the citizens the opportunity to pick the person they want to be president. Republicans were able to pick their nominee, while the Democrats were just told who their nominee would be.
