Generally, the budget from the taxpayers is around $100k . . . anything beyond that is at the expense of the current occupant; who may raise funds for the purpose or pay it out of pocket. Now, that doesn't include repairs that are necessary due to the age of the structure. Truman, for instance, didn't pay out of pocket for the gutting of the building after his daughter's piano fell through the floor, that was at taxpayer expense.
