I am confused by the diagram. It shows the current status, with 24 democrat seats; juxtaposed with a redrawn may showing the South as all. red except for three districts in North Carolina (2) and Georgia (1). The caption states that Republicans gain 12 seats.
What happened to the other 12 or 9 (3 being democrat seats).?

The map maker believes the traditional rural African-American congressional seats in the South will disappear. Only the major urban areas in the South will still vote for Democrats like Atlanta and New Orleans.
Ironically it might make Republican congressional seats in the South more moderate because the candidates will have to appeal to more minority voters.
