I take it you're not a subscriber to the thought that elections allow the people to replace those who fail to represent their interests, or that with time comes experience and influence which may be highly beneficial.
I'm not sure that you can say required turnover produces better results either. While it may have some usefulness in preventing corruption, I think even that point is questionable. My own personal opinion is that the Wellington Webb machine still runs Denver, and I'm not sure I can say that Polis has been a better governor of our State than Hick was, in fact I think the Hickster was actually a better governor than our current one even though I had many, if not all, of the same policy differences then that I do now.
I totally agree this is the fault of the voters 80% of the time. They often have two chances in the same year to vote out the incumbent. Even Diana DeGette was finally evicted.
The 20%? Is when you have the RNC and DNC replacing the winners of primaries with someone they prefer.
Like Democrat super Delegates paying Bernie Sanders to go away to be replaced by Hillary Clinton, or George Clooney and Barack Obama replacing Joe Biden with Kamala Harris.

As much as I detested DeGette, who was really nothing more, or less, than a younger, shriller, version of Pat Schroeder, she was at least on the bubble as far as the craziness quotient goes. Not sure the same can be said for the next one . . .
I would point you in the direction of who draws the political districts. I lived in district 1, Degette's district when she first ran for Schroder's seat, perhaps 1994 or 1996. There was/is no way in hell that a Republican can win, Not even a black Republican.
Denver is still run by the Wellington Webb empire and, as the largest city, is also the largest distribution center for government charity, which Democrats are always promising more to come . . . I think the last Republican to hold that seat held it for a single term in the early '70s, and I don't think the city has had a Republican mayor since the early '60s.
