Appears that Canada does a poor job of managing their forests.
In South Park, the USFS will do controlled burns to clean up dead grasses and rotting trees. These are a valuable management tool, but also a very dangerous one. I have seen unexpected winds carry the flames the wrong way.

You have seen. I have had neighbors burnt to death because of a controlled burn. No one was held responsible.
