apples/oranges, reagan wasn't born in Hawaii.....my NY birth certificate is short form, it was good enough for a passport, so I assume it is a legal birth certificate.

That signifies the date that the copy of the birth certificate was made and sent to Reagan at that time. The original is still on file and this is a certified photocopy.
Then, what is the June 30, 1991 date stamp on the bottom?
This is the only picture of the only copy on the web and if the 1991 date stamp is when it was created, that's a little bit after he was out of office.
