The military retirement has been cheapened several times in the last ~20 years. I do not keep up anymore but the last one involves giving service members a large cash bonus at ~ten years in return for a big reduction in retired pay. It is very tempting for young people but a bad move from a long term financial perspective. Naturally a lot of enlisteds go for it. It might be less generous than your proposal.
Regarding the civil service preference, I think it is 3 points. Years ago I applied to the USPS. In 09 I applied for a census job. Can't say it made much difference in ether case.
