The majority in only one side of the Senate, not both and a do nothing but talk President doesn't help. But to answer your question, mostly in the states where the unions don't have a strangle hold on employers. Creating the Green jobs is a pipe dream (opiate I think) since the green energy sources are so inefficient vs coal and petroleum. Without government subsidies or incentives there wouldn't be any.
