Fairplay Sanitation District Notice

So yesterday in my mail, I received a letter from the Fairplay Sanitation District that said (and I'm paraphrasing here):

A lawsuit was filed and the outcome was that there was an overcharge for a couple years regarding special fees and taxes. So, we were ordered to refund these overcharges. So we did, to the tune of a little over $1000. But...we determined that these special fees and taxes were actual charges, so we charged you that exact amount as operating fees. So, because each charge cancels the other out, there is a $0 on your account for these fees and charges.

HUH???

They used my tax dollars to send how many of these letters to customers?

I don't know if these 2 articles help explain anything for you. It seems that they applied tax charges to entities that were actually tax exempt. Park County filed a lawsuit and the result was that they had to pay that money back to those tax exempt entities. They seem to be trying to cover the defecit which now includes the legal fees.

Are you a tax exempt entity?
In order to meet the defecit they need to increase fees or add a special "one time fee". So if you are a tax exempt entity it appears they are refunding you but at the same time imposing a "one time fee" to zero it out. I'm not sure if I have this right, but it is how I read it. Sounds screwy.
