They should have done it in the 1970s when Canada converted....it took a while (decades, not years) to completely convert, and it probably was expensive having dual highway signs etc....but now the country is completely converted. I did find it amusing though, when we were traveling through Canada, that a lot of the old timers still do not like it and still think in terms of mph and miles, not kilometers.
