That is the place to start, talking to the owners. Sounds like the rule is on par with the current irresponsible perceptions nearly everywhere. Hey, I do not have to take responsibility, it's your problem.

major bean, any luck talking with your neighbors? Personally, I'd be concerned for the horses if they're able to roam at will - hope they stay away from traffic!!

well some people believe in helping those in need, I have had my neighbors ask to have my horse eat their yards. It is also fire remediation and helps the many horse man to feed their horses. Free range in colorado! I hobble my horse and watch them so they do not bother those whom do not appreciate them.
