Director Tom Hoby confirmed that the agency made an informal proposal last month to landowners, including outlining a basic concept for the park’s design and management. He recently told the Jeffco commissioners that Open Space has a follow-up meeting with the landowners in early February.

“What we have is a fairly big ask,” Hoby said of JCOS’ informal proposal during a Jan. 23 staff briefing with the commissioners. “We don’t want to be overly optimistic about this.”

However, per JCOS’ standard practice for confidentiality during its negotiation processes, Hoby said he couldn’t identify the site or the landowning parties, or even confirm how many landowners are involved.

After JCOS closed the Elk Meadow Dog Off-Leash area last April because of safety concerns, a multiagency working group was formed to establish a sustainable dog park in the Evergreen area. The working group has put together a general plan of the park’s logistics, and, for the most part, the group’s collaborative work has concluded while Open Space tries to find a site, Hoby said.
