You mentioned the with and length but not thickness. If 2 inch tick plans or thicker planing might be good. If less than that, I'd definitely cut and glue to eliminate wast in taking out the cup. I take it the bards are not quarter cut, hence the cupping. Regardless of situation, I'd rip them to 6 inch widths. and glue them back together by alternating the grain pattern between concave up and convex up. That way when the wood moves (as it will) the bard as greater stability and will remain flat. BTW, the mahogany table I'm working on in my avetar is built that way.
My thickness planer is only 15 inches and needs a tune up that I will make once not consulting again..
