I am afraid that this is over my head. I do not use my phone to access the internet. This is due to my age and failing eyesight. How it will affect the wired internet user I do not know.

As I see it, this regulation does nothing specific. I believe the intent is to establish a foundation, or precedent if you will, to allow the FCC to regulate the Internet in any manner they wish in the future.

It's so the FCC will be able to tax Internet phones, just like they do regular phones (both land line sand mobile). From there, they could expand into other areas (i.e. watch an online movie --- entertainment tax)
