I thought this week (13) was one of the less predictable ones. Out of all the games I only picked 5 correctly against the spread lol . But, I did pick the Broncos correctly so that counts fos something.
'Off' means no betting is being taken on the game ... the game has been taken 'off the board'.
One way this occurs is when a player or players are injured and their status for the game is unknown. The bookmakers, who are in the business to make money, don't know how to set the point spread because they don't know if the player(s) are going to play and, if they do play, how effective the player(s) will be in the game.
