It is ONLY after public outrage/concern/feedback that things are addressed in an ADEQUATE manner.Jerry Sandusky come to mind,the LACK of concern,concrete actions, for many years was despicable and did NOT become an issue until there was an outcry from the public and OTHER venues questioning the penalty and THAT was the impetus for the "canning".

The problem doesn't exist within the sport home, the problem exists within the society. There are simply larger magnifying glasses used to examine those who are paid multiple millions of dollars per year than are used to examine those making minimum wage.
Why should Rice have to pay the entire price of earlier inaction on the part of the league? His incident spotlighted an area that needed to be addressed and the league has, presumably, addressed it with their new policy. To hold him accountable under the new policy, further, to actually exceed even the consequences outlined in the new policy, for an incident that happened under the old one does violence to the foundation upon which our justice system rests. What the NFL has done in suspending Rice indefinitely is just as wrong as Rice punching his wife was and last I heard 2 wrongs never add up to one right.
This is also what happens when one seeks to remove discrimination based on gender from both society and the law. If it was two men, would we care? Or two women? What makes it so reprehensible to us stems from the fact that we do discriminate based on gender, and rightly so.
As well he should, fair and just treatment would be to deal with his transgression under the rules and policies in place at the time of the transgression. Not that appealing the ex post facto actions of the league will do him any good at this point because the league has to show that they are serious about this, but I'm glad he is appealing the suspension.
