Just FYI, we never thought of ourselves as powers that be. It is NOT about power and if it is, then you do have a problem.

Intention means alot to me.

Nope. "The powers that be" are the ones that run the site. They're the ones with the power to shut it off. They can moderate, they can ban, they can change smilies, they can change the look and feel of the site. The fact that they choose not to run it with a heavy hand is their choice and their choice alone.

The users are not now, no will they ever be "the powers that be".

True, but I thought we were talking about this site, and I see that this site, the posters run most of what goes down, the other site, they can't even express themselves...
