If our continued belief in SS and Medicare is any example, the answer would be every time the ruse is pulled. Of course, they won't admit that it's garbage and b.s.... They'll just lay low for awhile, claim a "math error", pick a new date, and con the gullible into ponying up more millions as they wait for the next non-event.
