What's up with the 31 missing minutes?

This is a quote from The Flume article...

Hartsel-area resident Connie Gray, who monitors and records each Hartsel Fire meeting and was at the January meeting, said that her recording of the time of the executive session is 33.31 minutes, which confirms that there are indeed 31 missing minutes.


I suppose "records" could mean taking notes, but that wouldn't be a good word for it. Sounds to me like she does her own audio recording (hence the 33.31 minutes mentioned), but if so, why no mention of what's on it in the article?
