Q? Would you rather build a nuclear power plant in the U.S. or have it built in China which would shoulder any problems associated with it?

I don't see what a nuke plant has to do with this issue, but you apparently like the "California" approach.
Put the plant & pollution somewhere else (like Arizona), take the energy, and act like a leader in environmental awareness.

I suppose we could require EVERYTHING we buy be made in America but then we'd be complaining about the price of goods, including bridges.
