Yeah, dumping is the right term. McConnell has proposed giving President Obama the authority to raise the debt ceiling for the remainder of his term.

look, the President doesn't have the power to authorize spending or to spend money; only congress does. the money was already spent by congress, this debt ceiling just says we are now going to pay for what we spent. Congress is responsible for authorization of spending.

I think you may have mis-understood the meaning - it's up to Obama to come up with a plan that can pass in the house.

Why waste time going to all these meetings and pissing away valueable time- just tell that clown we won't meet with you anymore and we won't vote for any tax increase- period.

I wish he would have waited till the last day to do this.

Why is it up to President Obama to come up with a plan that will pass? The House of Representatives holds the purse strings. It's their responsibility that McConnell is giving away, not the Executive Branch.

And they have a great plan cutting $2 trillion. But Obama won't sign it. So now it's his issue and responsibility.

The President obviously does not agree that it's a great plan. That still does not make it his responsibility to come up with a budget.

Using your logic, the House could come up with a totally unrealistic budget and then say, "Now it's your mess, Mr. President," and wash their hands of any budgetary responsibility.
