I like this idea myself. No handouts, but work for pay. Unemployment goes down, infrastructure is improved at lowered costs, those who want foreign spending reduced are happy, and the deficit is improved by cutting waste abroad. Winning! :)

Nearly 14 million Americans are unemployed and 8.5 million are desperately clinging to part-time work. The worst hit, accounting for 822,00 people, are in their 40s and 50s. After fruitlessly pursuing any kind of job for over two years, they have given up on looking - and on any future. Those deciding to start a business have been unable to get small start-up loans because banks are either hoarding reserves or fearing inexperienced, first-time entrepreneurs may cost them collateral if they fail.

For years, billions have been lavished on foreign economic aid - principally infrastructure - especially in this last decade. From 2001 to 2009, taxpayer monies have been spent on economic aid to 161 countries, including Uganda (over $2 billion); Somalia (over $7.3 million); and, incredibly, Russia (nearly $6.7 billion). Media coverage showcasing foreign road-and bridge-building projects and state-of-the-art schools and clinics has begun to outrage American audiences stuck with broken-down counterparts in their own backyards.

In the seven years of the WPA's existence - at a cost of $13.4 billion - almost every city and hamlet received some kind of project. It was to become the largest public-works program in history and it exemplified the greatest economic turnaround the world has ever known. Private contractors also meant intensive lobbying pressures, time-consuming bid analyses, perhaps bribes and graft - and cost overruns so immense that Congressional bean counters would throttle the WPA in its cradle. And so, WPA projects were designed and supervised by the US Army Corps of Engineers. They taught construction skills to those raw recruits, mostly by on-the-job training. WPA-ers would work 120 hours per month for wages that were more than federal relief checks, but far less than union scale wages or a locale's prevailing pay.

Now, let's imagine that the president and Congress decide to resurrect the WPA - especially considering the 2012 election. That they quickly inaugurate WPA-II and split it into two divisions: deployed military and able-bodied civilians. That they follow most of the blueprint below for operations: see article

Funding: With the winding down of wars in Iraq and Afghanistan, a portion of Congressional appropriations to both the DoD and the State Department would be shifted to underwrite WPA-II expenses that previously were dedicated to foreign infrastructure and economic aid. This would include salaries of all DoD participants, including payroll for deployed military.

The State Department would shift funds from most of its foreign-aid programs and much of the $3 billion presently earmarked for the Baghdad Embassy security forces.

What is needed is more capital investments in the private sector...buildings, labor, machinery, ...anything that gets our country optimistic again. So where does this money come from and what can we do to attract it? Well it can't come from the government (taxpayers)..once the government gets it, there is no telling what bad investments will be made with such a bad track record.

So here's my thought (stolen form a financial guy I watched a few days ago). There is about 2.5 trillion of US corporate money held off our shores and it's not coming back anytime soon if ever given our 35% corp tax. So, (AV you may want to look away :wink: ) we give these corporations a tax holidy on any money brought back that is invested in labor and anything else that is used to grow a business within our borders. That's right...no tax. The down side is the anger that some people will feel (mostly on the left), the upside is a huge boost in employment and capital investments, and then the increased tax revenue to help begin the slow down in our spending and defecit problem.

I know some of you would be screaming right now and would rather not see this money come back without an immediate tax on the big bad corporations, but if you asked a new hire what they thought, I'll bet THEY would think it was a brilliant idea. New foriegn businesses should also get the break as long at a certain percentage of labor and capital investments stayed here.

This won't cost taxpayers a dime, unlike new government jobs (especially union jobs), we show the rest of the world that we are once again the land of opportunity and we want to be friendly with businesses around the world. We tried being more friendly with other governments, and we've seen how we that paid off

So we either get to use that money or we don't....why not use it?

The left is angry because they are now being judged by the content of their character and not by the color of their skin.

Why would corporations bring that money back even if we did give them a tax holiday? They would know that it wouldn't last forever, they would be paying taxes on whatever income that money generates, and as long as the IRS can't touch it where it is.....they have no incentive to bring it back, tax holiday or no tax holiday. If this should convince them to bring that money back, though I can't really envision that.....other corporations that have been playing by the rules are going to scream bloody murder.....it would be like punishing the good guys and rewarding the bad guys. That never plays well in Peoria.

Are you sure about that AV, I do happen to know that the host nation that keeps us there due to them wanting us in thier country, they pick up a good portion of the tab also. I know you are better than this. (making a statement without looking it up).

CB, long term the overseas profit tax rates should be adjusted so they are comparable to what other countries do. Corps shouldn't be taxed twice.

They tried this before if I remember, and I think I read that there was not much impact on jobs. The money could be used to buy back stock, or pay a dividend. I am not convinced companies would invest in this country when future tax policy and regulations are uncertain. Look at Boeing, they can't even open a factory in Carolina.

These ideas are mostly ideas that could and should be executed by Congress, not the President. We need to elect representatives wo will execute plans like this.
