Which is the only place the "progressives" want a transfer of a firearm to occur. They want to "close the loophole" that allows someone who is not eligible to buy a gun from purchasing it in a private transaction. If you are a private seller and you sell a gun to someone who shouldn't have it who then uses the gun to harm someone else, guess who is going to be finding themselves in a civil court defending themselves against a lawsuit. Yep, you guessed it.

You think that a law will make sure that nobody who isn't eligible to get a gun will not get one? That seems a bit naive. As I said, my wife is very well armed...

Of course it won't TM, but it will help consolidate even more power that was originally denied the federal government by the Constitution via the process of "interpreting" new meaning into its phrases, which is certainly something a Statist (just for you LJ) is interested in seeing happen.
