Sinclair's refinery is in Sinclair, Wyoming. Cheaper here because it's not transported very far.

The refinery is owned by Suncor Energy, a Canadian company.

ConocoPhillips has a refinery in Billings, Montana.

Yes that is correct, looks like Conoco sold it to Suncor, and they produce Shell and Phillips 66 products. Yucky Tar sands stuff from Canada.
