And according to your story Reagan was at an economic summit and Bush 1 spoke to American Legion members in Kennebunkport, Maine that day.

Obama is just skipping it to go on Vacation. Do the troops he has on the front lines get a vacation? I am fine with him having a vacation but on Memorial Day and skipping a time honored tradition for our military? And this is his second vacation in 6 weeks and he golfs 2-3 times a month. He has hundreds of thousands of troops at war and hundreds have died under his command and he doesn't think it is worthy of taking a day to honor them?

"On Monday, Obama is scheduled to participate in a Memorial Day ceremony at Abraham Lincoln National Cemetery in Elwood, Ill.

In Obama's absence, Vice President Joe Biden will participate in the customary wreath-laying ceremony at the Tomb of the Unknown Soldier at Arlington National Cemetery outside Washington."

If that is true then I will give him a semi pass on it. The difference is that we are at war and he has sent more troops into war since taking office so he should take the day and keep tradition.
