He thinks women cannot tell if they are in trouble or about to be raped. If a woman thinks she might be in danger she should just go to a safe zone or blow her whistle and wait for help (a man with a gun) to arrive.

Question for the ladies; Are you really incapable of deciding if you are in danger or not? Do you really need to wait for a man to come rescue you? Every woman I know is capable of knowing when they are in danger and are pretty capable of doing what is necessary to defend them selves.
"What To Do If You Are Attacked
"These tips are designed to help you protect yourself on campus, in town, at your home, or while you travel. These are preventative tips and are designed to instruct you in crime prevention tactics.
1.Be realistic about your ability to protect yourself.
2.Your instinct may be to scream, go ahead! It may startle your attacker and give you an opportunity to run away.
3.Kick off your shoes if you have time and can't run in them.
4.Don't take time to look back; just get away.
5.If your life is in danger, passive resistance may be your best defense.
6.Tell your attacker that you have a disease or are menstruating.
7.Vomiting or urinating may also convince the attacker to leave you alone.
8.Yelling, hitting or biting may give you a chance to escape, do it!
9.Understand that some actions on your part might lead to more harm.
10.Remember, every emergency situation is different. Only you can decide which action is most appropriate."

"We were having a public policy debate on whether or not guns makes people safer on campus. I don't believe they do," he said. "That was the point I was trying to make. "If anyone thinks I'm not sensitive to the dangers women face, they're wrong. I am a husband and father of two beautiful girls, and I've spent the last decade defending women's rights as a civil rights attorney."
House Speaker Mark Ferrandino, D-Denver, called Salazar a "great legislator and a person who has worked hard in support of women.
"Whatever his words may have been and however much those words are being taken out of context, he did the right thing to take responsibility," Ferrandino said.

If this guy were a rep, he would be crucified....yet women sit silent here...amazing..
Unlike our conservative counterparts here.....liberals are more likely to judge a person's "body of work" than to latch onto one statement....unless, of course, you are a Republican.....and then.....what ever you say can be held against you because the mere fact that you are a Republican means your "body of work" is already tainted.
(It's a joke folks.....don't get all squirrely on me)

I was silent because I was waiting for more information to come out first - with this short little snippet, obviously produced by someone with an agenda, it's easy to take out of context. I heard him say nothing about waiting for a man to arrive, or an armed man to arrive, to rescue her. Did he make a statement indicating that before or after this clip?
Only people who pay no attention to their surroundings have no clue whether they are in danger or not, and that would apply to both men and women, so this is a dumb statement to make on his part as an excuse for not allowing CCW. But I see nothing that indicates that he thinks we should wait for rescue or are incapable of defending ourselves unless he said it outside of this clip time so it's misleading to put it this way if he didn't. Frankly, his arguments were weak and pathetic if this was the extent of them - if he really wanted to oppose CCW on campuses, then he needed to cite how many accidental injuries and deaths occurred because of discharged weapons, say during drunken frat parties or mistaken intruder cases, and show that the risks far outweigh the benefits. Just saying that people have tools like whistles, safe zones, and call boxes isn't nearly good enough when you consider how many rapes occur on campuses across the country every year. I'd bet most of those are date rapes and not subject to this type of situation described here, but violent attacks still happen (look how many are at DU alone, that place sucks for safety - and I used to work there!) and we should be discussing how to make campuses safer.
That being said, yes I do fully expect to be able to defend myself if I think I'm in trouble. And yes, I do believe I can do that better without a gun - I'm not trained to carry and use one, I have no desire to do so, and I envision scenarios in which I have no opportunity to use it anyway so I think it'd be useless. I'd rather have martial arts training on how to break holds and inflict maximum damage with hands and feet in order to get away before I'd ever sign up to get a gun, and it's why I already have my kids in taekwondo and have had multiple talks with them about what to do if faced with various scenarios (yesterday my daughter kept coming up with "What ifs" about robbers and kidnappers all the way up to Evergreen to the point that her brother was begging her to stop! lol And I told them to do whatever they had to do to defend themselves including gouging out eyeballs and kicking them in the balls, to get away and get help because I can replace stuff, not them). Does that mean I think other women shouldn't have that right? No. Like I said, we need to be discussing all the options to make campuses safer, and CCW may or may not be a part of that. I don't know.
"Now, more than ever, the illusions of division threaten our very existence. We all know the truth: more connects us than separates us. But in times of crisis the wise build bridges, while the foolish build barriers. We must find a way to look after one another as if we were one single tribe.” -King T'Challa, Black Panther
The truth is incontrovertible. Malice may attack it. ignorance may deride it, but in the end, there it is. ~Winston Churchill
