Regarding the original topic...why is there a need to allow "cash out" regardless? In this day and age, cash is not needed anywhere for basic necessities (which is what welfare is intended to provide). Why not keep it on a card?
Too bad future generations aren't here to see all the great things we are spending their $$ on!!

I disagree. In marginal neighborhoods many banks won't place ATMs in insecure environments. For shift workers, finding a machine at 1am can be a challenge. I agree, it would be better if the states made laws that both assured the wise use of TANF funds while assuring the needy of access to the assistance they require. I know it is fashionable among the right to feel contempt for those who require this assistance, but I work with these people on a regular basis and hear first hand of their struggles. We, who are lucky enough to live in affluent, low crime neighborhoods don't understand what a huge difference there is between our lifestyles and those who live on the edge. Those stones are easy to pick up and cast when we don't know the story of the woman huddled before us.
i don't hold ANYONE in contempt for needing a leg up.
I have contempt for those who who use that leg up for nefarious reasons.
I've never been in a strip club, so anyone who has can feel free to correct me; my guess is that they are tightly controlled environments. While what is occurring inside is morally wrong, it is not legally wrong.
